How the Trust is organised

Decisions move from the Governing Council to the village, and reports move back up.

Governing Council Managing Committee

  1. Governing Council Chaired by the Deputy Commissioner. Approves plans, budgets and annual report.
  2. Managing Committee Sanctions works within the approved plan and monitors progress every quarter.
  3. Executing agencies Drinking Water and Sanitation, Health, Education, RWD and other departments carry out the works.
  4. Gram Sabhas of affected villages Identify beneficiaries, propose works and carry out social audit.

Main provisions of the trust deed

1 Objects of the Trust

To work for the interest and benefit of persons and areas affected by mining-related operations, in the manner prescribed by the State Government and the PMKKKY guidelines.

2 Sources of funds

Contributions from holders of mining leases and prospecting licence-cum-mining leases at the rates fixed by the Central Government: 30% of royalty for leases granted before 12 January 2015, and 10% for leases auctioned after that date.

Interest earned on the fund and any grant or donation accepted by the Governing Council.

3 Application of funds

At least 70% on high priority sectors and up to 30% on other priority sectors. Administrative and establishment expenses are capped at 5% of the annual receipts.

Funds cannot be used for works that are the regular responsibility of a government department unless the guidelines allow it.

4 Meetings and quorum

The Governing Council meets at least twice a year and the Managing Committee at least once a quarter. One-third of members form the quorum.

5 Accounts and audit

Accounts are kept on the accrual basis and audited every year by a chartered accountant on the panel of the Comptroller and Auditor General. The audited accounts and annual report are placed before the Governing Council and published on this website.

6 Transparency

The Trust publishes details of beneficiaries, works, funds received and spent, meeting minutes and action taken reports on its website, and displays them at the Gram Panchayat office.
